Gentrification occurs in lower-income neighborhoods where rent is low. People who have not lived in that area move there because the rent is low. Then the rents increase as more and more new residents can afford the higher rents. People who have lived there for a long time have to move out due to big rent increases. Developers are also attracted to build in areas with low rents. After the new buildings go up, the rents increase, forcing long-time residents to move out because they can't afford the higher rents. Equitable development is when governments target investments so community members don't have to move due to gentrification.
